I have libintl.h in /usr/local/include, and configure fails to find it. 

> $ echo /var/db/pkg/gettext*

> $ ls -l /usr/local/include/libintl.h
> -r--r--r--  1 root  wheel  16647 Apr 22 13:05 /usr/local/include/libintl.h
> $

> grep libintl config.log
> ac_cv_header_libintl_h=no
> gt_cv_func_gnugettext1_libintl=yes

How-To-Repeat: # cd /usr/ports/www/libxul
# make CONFIGURE_ARGS=--enable-optimize=-O3
