Update irc/scrollz to new version (scrollz 1.8i6).
Changes in port:
	1) Unfortunately, the mirror sites have basically
	   fallen in disrepair.

This works OK on 4.0-CURRENT so it should be good to go
for the -RELEASE.

How-To-Repeat: 
Use the patch below to fix the current port.
