When trying to install or upgrade to 4.0R I get the installation hanging
on newfs (for an install) or fsck (for an upgrade) before it starts to
install the packages.

How-To-Repeat: It happens every time on my system.

Have you been able to reproduce this on more recent releases?

I'm afraid I no longer have the hardware to try this on (I'd
actually totally forgotten about this pr).
