Standard installation does not install the tcpdump program with the bin distribution unless crypto support is selected.

This makes no sense as the two are not related.

Fix: 

Probably a minor fix to sysinstall.
How-To-Repeat: Do standard install without crypto. Tcpdump will be missing. Go back and
install crypto and tcpdump appears along with its man page.

This is because tcpdump needs crypto.
