There should be a bug category for user-space problems in core
user space libraries.

Fix: 

Add a "lib" category.
How-To-Repeat: Try to submit a bug report for a libc bug.  Experience dissatisfaction
with the "misc", "kern", and "bin" choices.

We don't need any more categories.  We have enough problems taking care of the 
ones we have (besides, categories only matter if the default is to assign the 
PR to a different person or list, which wouldn't be the case here).
