All supported hardware documentation for 4.0 that I have read online and in print states that the 3C900 NIC from 3Com is a supported device.  The "xl" driver corresponds to this NIC.  All documentation for FreeBSD states that installation via FTP is possible for any machine with a direct Internet connection on a supported NIC card.

The "xl" driver seems to have been omitted from the boot floppy images, as it is not listed in the fullscreen Config screen that appears when you run the boot floppies.  This means (if I'm interpreting circumstances correctly here) that NIC cards supported by the "xl" driver appear not to be supported for purposes of installing the OS.

Fix: 

Either warn users that NIC's listed as supported by "xl" are not available on the boot floppies, or add the "xl" driver to the drivers present on the boot floppy images.
How-To-Repeat: The "xl" driver will fail to be listed as a usable NIC support option every time you run the boot floppies and select the fullscreen Config.

The xl driver is in the GENERIC kernel which is used  
for the kern.flp install disc. Even if it is not present in 
the visual userconfig you should be able to use it. 

I think that you do not need to set any resources for PCI cards 
and that is why is does not appear. 

Can you please try to skip the visual config part and go ahead and try to 
install using your NIC and report back if it works or not.
