under tutorials and is an interesting and useful document, yet there
is no link at http://www.FreeBSD.org/tutorials/

Fix: 

Add a link.

This is already linked to from internal/ -- it's really meant for 
committers, and linking to it from tutorials/ could be interpretted as a 
guide to becoming a committer, not what to do when you are one.
