Could a portmgr project and acl group be setup for private tickets?

I've added the portmgr product / component in a Mandatory/Mandatory configuration. This means that only portmgr and bugzilla admins can see add bugs, see bugs, or edit bugs in this group.

I've added bdrewery/bapt to the freebsd_portmgr group and given them both entry in the group and permission to add others to the group.
