After clicking File a Bug on the main page, these links are shown:

Administrative Concerns:  	For concerns that relate to the project, its administration, or those with "hats".
Base System:  	Base System
Documentation:  	Documentation
Ports Tree:  	Ports Tree

It's not clear which category to choose for some types of bugs.  A user might think bug tracker bugs could go in any of these categories.

The four links could be replaced with a single dropdown menu.  That would emphasize that the categories are mutually exclusive.  It also provides the option of adding more categories to help the user make an appropriate choice.  For example:

Ports
Base System
Documentation
Bug Tracker
Forums
Mailing Lists
Issues for role accounts (portmgr@, securityofficer@, core@, ...)

The last four would all go to the same "product", currently called Administrative Concerns.  They would ideally preselect the component, too.  These can be thought of as shortcuts, or as more like an index.  (The last one does need a better name.)

To anticipate the most common needs, it would be best to sort the categories in most-used order.

A first step has been made by the addition of "quick links" on the bugzilla landing page, which (for now) provide minimal bug templates.

We can gradually enhance those links and also see, if we get a guided mechanism, based on what you described, into place.
