The method making swapfiles permanent has been changed since releng/10.0
An entry in /etc/fstab has to be done instead of /etc/rc.conf.
See example in man 5 fstab.

Specifically, this is about the Adding Swap Space section of the Configuration and Tuning chapter of the Handbook.
