Bug 192328

My usb hard disk is a 1TB usb3.0 device,if I boot os with the usb device ,freebsd detect it with USB 1.0 which 1MB/s,it is low speed.
If the OS running,I plug in the usb device,it is fine,detect usb 2.0 which is 40MB/s.
