The existing values for Priority and Severity need improvement to add greater value for more use-cases.

Should take into account:

 * Clear and obvious meanings for issue reporters and project managers using them
 * Provide a clear distinction between "Severity" (Impact) and the assessed Priority (Importance) of task
 * Offer sane defaults (TBD)
