At https://www.freebsd.org/cgi/man.cgi?query=portmaster&sektion=8&apropos=0&manpath=FreeBSD+9.2-RELEASE+and+Ports, choosing PDF as the output format results in a file that Foxit can't read (complains: corrupted or not pdf).  It reads PDFs from other sources without complaint.
