Maintainers without a Bugzilla login are not notified about issues filed for their ports.

1) we may want to create a login automatically for them on the first bug submission and inform them about it

2) we may want to inform them (without creating a login) via the auto assigner

I'm +1 on (2).

The idea of implicitly created ghost accounts is unappealing.
