Fix Handbook KDE section /usr/local/kde4 prefix to /usr/local

A post on the FreeBSD forums points out that /usr/local/kde4/bin/startkde is still in the Handbook [1].  This changed to /usr/local/bin/startkde almost a year ago in SVN r344893 [2].  Patch attached to resolve the issue.
