Hi,

Just created a new Bug (bug #198184) where I prefixed the Summary with [PATCH] and attached the patch file as currently in the PR.

When pressing "Submit bug" I got an error that I tried setting Keyword "Patch" but have no suffient authorization to do so. 
When I removed the [PATCH] prefix of the Summary, submitting resulted in a PR created. Then I modified the Summary to prepend with [PATCH] again without error.

Can you look into this?

PS. Just found out that this happens when the Summary contains [PATCH] as I received the error
"You tried to change the Keywords field to patch, but only a user with the required permissions may change that field."
when submitting
