includes https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=199136, but doesn't include https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=200185 which is also assigned to net@, and also has Open status.

There is something wrong with the query that retrieves the list, because both bug reports should be in the list.

Query should be by 'assigned-to', and 'status' fields only.

Correct and intended.

No. The weekly reminder set up for FreeBSD's bugzilla system is not a query over all open bugs assigned to someone. Bugzilla's whine system fulfills that.
The weekly reminder only lists bugs, for which certain keywords or flags are set, reminding the assignee or requestee to react on it.
