RG 2.4.8 patch

Rubygems 2.4.8 just adds one tiny change `Tightened API endpoint checks for CVE-2015-3900` you can just look that up here https://github.com/rubygems/rubygems/compare/v2.4.7...v2.4.8 and http://blog.rubygems.org/2015/06/08/2.4.8-released.html
