Does FreeBSD Bugzilla have any code formatting or highlighting?

There are going to be regular cases where readability could highly be improved if we adopted a convention for that

Bugzilla currently does not have any support for text formatting. There are plans to have Markdown support in Bugzilla itself in the foreseeable future and the FreeBSD Bugzilla system will gladly use that feature, once it is provided upstream.

I'll reject the issue for now, since we have no plans to create such a feature ourselves.
