patch to update libbgpdump to 1.4.99.15

According to the ChangeLog, the only user visible change is the implementation of a -p option to show packet index when using -M and -m options.  Looking over

Shows that the two patches in the FreeBSD port are no longer required.

Oh, I also ran portlint and cleaned the Makefile up so that it passes with no warnings.
