I created "kern" and "mfsroot" boot floppies using the images
contained on the cdrom image downloaded from:

  ftp://ftp.FreeBSD.org/pub/FreeBSD/releases/i386/ISO-IMAGES/4.1-install.iso

These floppies would not work, so I download new copies from:

  ftp://ftp.FreeBSD.org/pub/FreeBSD/releases/i386/4.1-RELEASE/floppies

This time the boot was successful. I noted that the kern and mfsroot
floppies files from the cdrom differ from those that I downloaded
separately.

Fix: 

Download new copies of the floppy images.
How-To-Repeat: Create kern and mfsroot floppies from the "floppies/" directory
on the 4.1-RELEASE cdrom.

"These floppies would not work" doesn't help much.  Could you explain
exactly what you saw?

Furthermore, are you convinced that you haven't just been bitten by bad
floppies, or badly written floppies?  You wouldn't be the first person
to have tripped up over this. :-)

Sheldon,

Sorry about the "it didn't work" problem description. I should have
known better, having received this sort of problem report myself
may times.

It turns out I have made a fool of myself. You are right, I recreated
the boot floppy and all is OK.

What had me believing there was a problem is that the kern.flp file
in the cdrom is different from the one downloaded from:

 ftp://ftp.FreeBSD.org/pub/FreeBSD/releases/i386/4.1-RELEASE/floppies/kern.flp

I appologise for causing any inconvenience. I'll ensure that I retest
any suspect problems before reporting them next time. You guys are doing
a great job and it certainly was not my intention to throw bogus
bug reports at you.
