Dedicated tinyproxy user and group, newsyslog config

- Use dedicated user and group
- Move log and pid file into /var/log/tinyproxy/ and /var/run/tinyproxy/
- Add newsyslog conf for log rotation
- Bump portversion

Which changes are not proper? I can skip them from the patch if you tell me what are those.
