Cc: freebsd@gushi.org did not match anything

Does this happen because that email is not active in bugzilla ?

Is not active, or an account with that email doesn't exist.

I can see 4 accounts matching the domain mentioned in comment 0, perhaps the user has modified their Bugzilla account email but not yet updated MAINTAINER lines. You can find these by using the autocompelete functionality using the domain as a search term

Note: Right now, the auto-assigner will send an email to the MAINTAINER email, if an account matching that email doesn't exist. It will add a comment to the issue when it does that.
