port r401025 disabled building against devel/llvm36. Let's restore it as an option with an ability to specify llvm version. This would also work if lang/rust-nightly is later made into a slave port.

Note, llvm37 is only supported once bug 208248 lands while llvm38 isn't yet as of rust 1.7.0.
