Hello.
Do ctld and ctladm files have to be removed together with iscsid and iscsictl when WITHOUT_ISCSI is enabled ?

They are not for iSCSI - they also support eg Fibre Channel target mode.

What about adding additional WITHOUT_"CTL" variable then?
