bsdlabel(8) Add HISTORY

Add HISTORY section
disklabel(8) appeared in 4.3BSD-Tahoe

Not sure if HISTORY section should mention disklabel instead of use the Nm macro which translates to bsdlabel here?
Bump date.
Igor noted a tab after spaces which I've switched to spaces.
