Makefile has:
  BROKEN= unfetchable (google code ...)

Once BROKEN= ... knob was commented out, builds, tests fine

Backup MASTER_SITES is valid:
http://mirrors.rit.edu/zi 

original google code still public (though not fetchable without some fiddling) from:
https://storage.googleapis.com/google-code-archive-downloads/v2/code.google.com/semicomplete/fex-2.0.0.tar.gz
