I read the following (somewhat confusing) statement, under the HISTORY heading:

The pkill and pgrep utilities first appeared in NetBSD 1.6.  They are modelled after utilities of the same name that appeared in Sun Solaris 7. They made their first appearance in FreeBSD 5.3.

Did it appear first in NetBSD or FreeBSD? Inquiring minds want to know. Thanks!

NetBSD.
You can work it out based on release info as well.
NetBSD 1.6 was released in 2002 according to http://www.netbsd.org/releases/formal.html#history
FreeBSD 5.3 was released in 2004 according to https://www.freebsd.org/releases/5.3R/announce.html

What that's trying to say is Solaris had these tools called pkill & pgrep. NetBSD made their own version of them which shipped in v1.6 and FreeBSD subsequently imported it for inclusion with v5.3.
