D8228 was not closed by r424842 from PR 213530 .. possibly the review wasn't accepted by all the reviewers at the time. The commit-message looks like it *ought* to have auto-closed the review, though.

It looks as if the importer failed (crashed, etc.) and somehow missed r424842. Commits after r424842 did import successfully.
