remove useless x11-servers/mga_hal

MGA_HAL contains a binary blob that was once used by the MGA DDX to support some features of the Matrox G400. It was not needed on G450 or G550, and the features it was used for on G400 were re-implemented without it. Support for MGA_HAL was removed from xf86-video-mga on 2011-09-20 prior to the 1.5.0 release. Thus, this port has had absolutely no purpose since xf86-video-mga was updated past that point. I assume this port was forgotten because it resides in the wrong category (x11-servers instead of x11-drivers) and the only possible consumer (xf86-video-mga) did not appear to have ever declared mga_hal as a dependency. Just kill it.
