Patch to fix openssl 1.1. compatibilty

Add support for security/openssl-devel. As per debian bug report, it has been submitted upstream. Slightly modified for 9.10.4 version.

Log:
    Take debian patch and reformat slightly

    Activate autoreconf as we're patching configure.in.

This is rather a big patch, I'm going to go and see what upstream thinks of it. Also, I'm not sure I want to patch BIND 9.10 but not 9.9 or 9.11...

Yes, I realize 9.11 at the least also suffers from this. Unfortunately, I have a lot more to patch to get a working webstack and even more to fix my workstation. Maybe I should update the wiki and recruit some people, but first the webstack :).

I am going to close this, there is support for OpenSSL 1.1 in the ISC's git repository. (see source.isc.org.)
And the support is an all supported branches, so I will be better to use it.

Thanks for pointing me to the repo. I dug up the commit, dropped in the patch and works as a charm without having to activate autotools. Looking forward to the new (upstream) version hitting the tree.
