chase Xorg update

There is a pending update of Xorg server to 1.18.4 which necessitates a change to TigerVNC in order to build correctly. The attached patch switches TigerVNC from building against Xorg 1.17 to 1.18.

Builds on a loaded system, but not in poudriere:

Since I had tested this before committing the Xorg update, I retested just in case something else changed in the process. Again, poudriere testport is successful for 10.3 and 11.0 on both amd64 and i386. What is the actual failure you see?
