patch to update graphics/qgis from 2.18.2 to 2.18.4

This minor update from QGIS 2.14.2 to 2.18.4 comes with some new features and many bugfixes.

Changes of the port:
- Update to 2.18.4
- New dependency graphics/py-pyproj
- Newer versions of some python dependencies

The patch was tested on Poudriere (10.3i/a, 11.0i/a and, HEADi/a, with options all enabled, all disabled and default).

portlint -AC seems happy.

It would be nice, if the committer also closes [1], because the described behaviour was never reported again as a problem or show stopper, thanks.

Thanks for the fast commit :)

Is it also possible for you to close bug #212910 ? As far as I can see, this is not relevant any more.

(Hope, this comment is reaching you, because your mail does not work ...)
