Patch to update textproc/libxml++26 to 2.40.1

textproc/libxml++26: Update to 2.40.1

- This is the most current release which does not introduce API breakage
- Add LICENSE and LICENSE_FILE details

This update was reverted in r437156, with the comment "Revert r437110,  this upgrade breaks lots of ports depending on it".

Apologies for not clarifying that I had not tested the ports which depend on this port.

When I get some time, I will try and find what breaks, and how to fix it. Would be glad for any help on this also.

Update; Clean up

textproc/libxml++26:

* Update to 2.91.3
* Cleaned up Makefile
* Removed compiler: and CXXSTD
  -- built fine without

I think atm libxml++26 (v2.6 ABI) is up to date, and for v3.0 ABI I added a new port.

Feel free to switch over in a dependant ports.

I fact the latest ABI is at v5.0. Let me know if this is needed.
