libicu 59_1 patch.

I have updated devel/icu to 59_1, which patches these vulnerabilities:

Can you attach a new version to bug 218788? See comment 1 regarding consumers.

Reset it to 0.

Don't blindly use "make makeplist". ICUMAJOR already expands to 59.
For now, avoid sorting pkg-plist as it complicates review.
