When trying to deploy a new installation of 11, pkg is unable to bootstrap itself from FreeBSD:11:amd64/quarterly/Latest repo (default).

* NYI mirror has forbidden access to the directory
* ISC mirror is missing the pkg.txz.sig file
* BME mirror has forbidden access to the directory
* YDX is completely inaccessible
* TWN is completely inaccessible

Tried from two different places (and thus IPs) in EU.

Latest repository (FreeBSD:11:amd64/latest/Latest) seems to be okay.

This appears to be fixed.
