	Update russian/apache13 port to version 1.3.14-30.0

Fix: Apply the following patch in the ports/russian directory

This patch creates a file "files/1".  What is it's purpose?  It won't be
committed as a patch.

Sorry this line should be excluded from path:

+++ apache13/files/1    Thu Oct 19 14:50:44 2000
@@ -0,0 +1,11 @@
Or in another words "files/1" file should be ignored.
