It is misleading to let new committers "contact <clusteradm@FreeBSD.org> to obtain one" instead of following the instructions on the AboutWiki page, registering on the Wiki login page, and contacting clusteradm@ if there is trouble.

Adding Michael Dexter, as he's doing a major rewrite of the Committers Guide and can integrate this bit into his list of changes. Plus, he could use a bit more practice committing changes from Bugzilla. ;-)

Realised I should say obtain instead of get like the original text as it does sound better. Also, I forgot to add .txt to the last file name.
