Patch OCL 2.1 -> OCL 2.2

Khronos has updated the header for OpenCL to API revision 2.2. OpenCL 2.2 is backward compatible to OCL 2.1 - the last version found in the ports.

The attached patch is a diff against devel/opencl provided by S. Esser (se@FreeBSD.org), for which I thank him very much. The patch also brings the CLHPP header additions towards a more recent commit, also using a seven digit GIThub tag.
