New port for performing command line DuckDuckGo searches

Attached is a new port for ddgr. ddgr is a command line utility for making queries against the DuckDuckGo web search engine. ddgr is written in Python with minimal dependncies, just requiring the Python Requests module.

The upstream project can be found at GitHub at https://github.com/jarun/ddgr
