Every few days when I check the server the load average will be stuck, by stuck I mean the load average is not changing. I've monitored it for over 3 hours and nothing it stays exactly the same. This is not normal as the machine is heavily used running more than 1300 processes at all times. After a while the server will start to preform poorly and I am forced to reboot to correct the problem.

How-To-Repeat: Just let it run..

Does this problem still occur on more recent releases? You could 
try removing APM support from the kernel config if you have not 
already done so. More details would be helpful.
