patch to update the port

- Update 0.50 --> 0.52
- add LICENSE_FILE
Changes: http://cpansearch.perl.org/src/DJZORT/RT-Client-REST-0.52/CHANGES
- "portlint -AC" just warns about non-empty $FreeBSD$ tag.
- Tested with poudriere 3.2.99.20180328 at 11.1-release-amd64 with perl 5.26.2
- Buil-in perl tests in a clean jail say: "PASS".
