patch to update the port

- Update 1.26 --> 1.27
Changes: http://cpansearch.perl.org/src/PHRED/SOAP-Lite-1.27/Changes
- "portlint -AC" gives unrelevant warns.
- testport of poudriere 3.2.99.20180511 at 11.1-release-amd64 with perl 5.26.2 runs ok.
- Buil-in perl tests in a clean jail say: "PASS".
