I am not sure that just dropping this from 228911 is the right move, it would be nice to be able to easily do a post 12.0 release analysis and see just what we fell short of.

How about we create a "12.0 missed target items" and move these to there?

Sorry I missed the comment, I think this is generally a good idea but a "12.0 missed target" is also going to become stale. What about either a tracking PR or a keyword that indicates "evaluate potential release vehicle for this feature"?
