patch to update the port

- Update 2.2.5 --> 2.2.6
	Big update and many bugfixes.
	Changes: 
	https://github.com/libexpat/libexpat/blob/R_2_2_6/expat/Changes
- "portlint -AC" just warns about non-empty $FreeBSD$ tag.
- testport of poudriere 3.2.99.20180601 runs ok at 11.2-release-amd64.
- As 222 ports depend on this one, maybe exprun is needed?

Please note that non-standard use of github in this port seems mandatory,
because here we need handmade "static" distribution (prepared and published upstream by hand), rather than automatic "dynamic" distribution (generated in real-time by the github robot from sources).
