• Remove the minicom's setuid bit for security reasons
• Add the read permission for users of the dialer group and for others
• Bump PORTREVISION
• Regenerate patch files

This has been discussed while fixing Bug 149462.

While here:
- Remove two dead sites from MASTER_SITES
- Add a license file
- Reorder section blocks to pet portlint
- Regenerate patch files to pet portlint
