dropping our dependency on cheetah, as cloudinit itself has done in version 17.1:
 https://git.launchpad.net/cloud-init/tree/ChangeLog#n685
we could build this project for python3.x

If you update to 18.4 please include the change for sample.cfg in bug #216238.
