From dmesg

IP Filter: v5.1.2 initialized.  Default = pass all, Logging = enabled
Enabling ipfilter.
Installing NAT rules.
0 entries flushed from NAT table
0 entries flushed from NAT list
lo0: link state changed to UP
em0: link state changed to UP
vge0: link state changed to DOWN
sendmsg on vge0: Network is unreachable
vge0: link state changed to UP
sendmsg on vge0: Network is unreachable
sendmsg on vge0: Network is unreachable
Starting Network: lo0 em0 vge0.

vge0 is the interfacing the public internet. After the boot completes vge0 seems to be work normally.

Is this still happening on 12.2 or even -CURRENT?

Do not see this in 12.2.  Fixed in newer release.  You can close this bug.
