Binary package compat11x-amd64 for 11.X (abi=FreeBSD:11:amd64) is too old. Available version - 11.0.1100122.20170608. There are no libssl.so.8 and libcrypto.so.8. Current port version - 11.2.1102000.20181014, both files are present.

Please, update binary package to the last version.

The same version is built for all ABIs.  Are you by any chance using the “quarterly” repo instead of “latest”?  If so, either switch to “latest” or wait a few days for the “quarterly” repo to catch up with 2019Q1, which has the latest version.
