Here are a few more, as long as I'm on a roll...
I fully realize that history, politics, and such
may keep most of these changes from happening,
but I thought I should mention the possibilities
I see, if only for completeness...
/etc/{modems,phones,remote} should be in /etc/tip.
/etc/{master.passwd,passwd,pwd.db,pwd.db.tmp,
spwd.db,spwd.db.tmp} could be in /etc/password.
/etc/{networks,protocols} could be in /etc/internet.
/etc/rc.* and start_if.* could be in /etc/rc.
/etc/resolv.conf could be in /etc/namedb.

In looking over /etc, I noticed several files that really should be moved. aliases* should be in /etc/mail. dumpdates should be in /var/log. ftp{chroot,hosts,motd,users,welcome} should be in /etc/ftp. I could argue for rc* being in /etc/rc, but I can't see that happening soon (:-). Fix: move the files; update the appropriate programs and docs How-To-Repeat: ls /etc
